the Eliza was intended as a revenue cutter and pursuit vessel.

The Sir Harry Smith, was a hulk (ship) anchored off Fishermans Bend, near Hobson's Bay. From 1865, it housed mostly older boys sentenced under the Neglected and Criminal Children's Act of 1864. By 1873, the Sir Harry Smith was no longer required as a Reformator27. In addition to the foregoing, the hulk Sir Harry Smith has been dismantled, and
is now being fitted as a block-ship, almost entirely by prison labor; the steam-dredgeFix this text
is in course of construction, and many other works have been executed for the Harbor
Master's and other departments, besides which the whole of the repairs required to the various
penal hulks and boats are performed by prisoners.

The Water Police hulk, Sir Harry Smith, having completed her repairs, has received her stores, and taken on board the six 32-pounders she has carried since being placed in commission. She has been moored nearly midway between Williamstown and the Sandridge shore, near the penal hulks. As a block ship she would be but of little use were an enemy to appear in our waters, there being no protection on board for men while working the guns; and we repeat the recommendation that her guns be immediately landed, and placed in position in the battery at Gellibrand's Point, where there are platforms and plenty of space for them."

".....The Sir Harry Smith, as a floating battery, is a failure. Her guns and crew would certainly be swept clean off her deck, it being so exposed as not to afford even the least shelter from the enemy's small-arm men.

Bay for sailors, and wo would now Buggest the pro piiety of devoting tho Emily to such a purpose.
Captain Ferguson announced that a deputation had waited upon tho Commissioner of Trade :vnd Customs, requesting the use of tho hulk Emily for. the purposes of a Floating Chapel
for seamen. This deputation had been favorably received, and they lnul siuco received an answer stating that their request had beon complied with, and that the hulk would be placed at the service of tho Society
for the term of six months on condition that tho mission should not be of a, sectarian or exclusive character, and that the hulk should be returned to tho Government in the same order as it now i3.
